Upon the letter, dated 26 April 1900 and numbered 41, sent by the Kaymakamlık of Halil regarding the treatment of those succumbing to syphilis in Hebron
The municipal doctor of Hebron argued that if those people succumbing to syphilis in Hebron were treated at their homes, it would be possible to abstain from constructing there a special hospital for this disease and this argument has also been confirmed by the municipal doctor of Jerusalem. In addition, it has been understood from the letter that the local municipal incomes are not sufficient to finance the expenditures necessary for medications. Hence, as regards the assessment of the amount of necessary expenditures by the local authorities and negotiation of finding a way for provision, it is appropriate to relegate the matter to the Sanjak Administrative Council.
