Rüsûm-ı mezkûre mültezimi bi’l-celb iş bu tahrirâtın mündericâtı kendisine tebliğ ve tefhim edildikte yedinde mevcûd şartnâmenin hilâfına olarak bir hareket vukû bulduğu ba’d-et-tahkik tebeyyün eder ise lâzım gelenler hakkında muâmele-i nizâmiye icrâsı tabi olduğundan cevâben iş’âr ve mültezimin yedine verilmiş olan ve Jaffa Belediyesi’nde sûreti mevcûd olmak lâzım gelen şartnâmenin bi’l-istinsâh (kopya etmek) matviyyen takdim kılınmış olmağla leffiyle isbâl buyrulması babında.
