The decree numbered 27 issued by the Ministry of Internal Affairs dated 16 April 1311 (28 April 1895) states that it is the orders of the Sultan that the translators who are working for the travelers who visit the capital of the Ottoman Empire (Istanbul) and other Ottoman lands are to hold a diploma which is provided by the town halls. All the translators who are Ottoman subjects have been called to our council, and after examinations, their diplomas have been given. The above-mentioned names, who are subjects of foreign countries, need to come to our council in order to obtain their diplomas. It is appropriate to notice the relevant consulates that in case these names do not show up, they will be banned from working as translators. The 12th of Agustos (1)311 (24th of August 1895).
