In the letter, dated 15 March 1898 and numbered 3, sent from the Mutasarrifate, it has been ordered that lanterns be installed to convenient and necessary spots outside the city walls so as to start lightings as soon as possible and that necessary amount of watchmen be employed. Two council members were thus selected to inspect the roads and streets in question and determine the relevant spots, and it has turned out that there is a need for 200 lanterns, 60 watchmen and 5 sergeants. As written in the hereby presented bill, there is an estimated need for a permanent annual expenditure of 110,500 piasters and 16,190 piasters as the cost of 60 buckets, lanterns and lamps necessary for watchmen; it has also been found that there is a need for 26,690 (126,690) piasters for a total load. The majority of the people residing outside the city walls are subjects of foreign states; hence, for a meeting with respect to distributing the said sum among all those people residing there, it is appropriate to send a letter to the said consulates so as to notify that the consulate translators in Jerusalem come to our council on Tuesday coinciding with the 14. day of this month (26 April 1898) around 7 o’clock.
