Scope and content

It has been considered appropriate to send a letter to the Austrian Consulate for the collection of a fine of 10 piasters imposed on Elşerit Şuahilitz (?), claiming to be a subject of the Austrian state. As for the apparently poor Musa Al Kike (?) and Mordehai Birire Beşnak (?), it is also appropriate to arrest them for three days, in accordance with the 37. article of the Penal Code in effect as regards this matter, in exchange for their due debt of 10 piasters apiece. As regards taking due action in respect thereof, it is appropriate to relegate the matter to the Municipal Police Force. The 2nd of Kânûn Thânî (1)314 (14th of January 1899).
