According to the council’s decision, one of us, the respectable Husayn Effendi, Nâjî Effendi and Na‘ûmî Effendi, Fransîs Effendi and the inspector were assigned to the inspection of the city’s hygiene. It has became apparent that parts of the Jewish quarter leading to the border of the old residence of the Governor (dâzdâr) and the alley of the Ashkenazi church, the big church especially the mosaic, the Jewish quarter, the Armenian quarter and Al Khânqâh∗ Al-Salâhiyyah, haven’t been cleaned for eight, five and two days. Accordingly the council decided to collect a sum of four Ottoman liras from the contractor as a double cash fine. Based upon Article 67 of the council’s law, half a month’s salary will be deducted from the inspector and municipal inspector, Murâd Ibrâhîm, because they fell short of carrying out their duty. According to Article 67, their salaries should have been cut off completely for their treachery, but because of their poverty only half of it was deducted. According to these findings, this decision was issued on the 30th of Tishrîn Thânî (1)314 (12th of December 1898).
