A side of the door of a waqf house belonging to the Armenian monastery was repaired. However, towards the completion of this reparation, this work was hindered for a few days; as it is located on the road from where the German Emperor, his Majesty, will pass, and due to the imminence of winter, this reparation must be completed. The Armenian Patriarchate presented a letter, dated 20 October 1898 and numbered 318, in which they demanded the completion of the said reparation and requested a license for the reparation of the two shops located behind them and for a re-construction of three rooms and one balcony instead of the three rooms in ruins within this house. This letter relegated to our council on 20 October 1898 has been examined. As regards giving a license for the said buildings, the locale has been inspected. On the eastern side, the width of the road at the front is five archines and two sülüs; and on the western side, it is 5.5 archines. Even though the road has an obvious importance, it has been understood that, as, among the current old buildings, there are many kinds of the fifth type specified in the Public Buildings Regulation. In effect, there would be difficulties and it would be necessary to carry it out within the said type; i.e., while 2.5 archines must be left from both sides for increasing the width to 8 archines in compliance with the direction, 1.25 archine, which had to be left from the said locale of the Armenian Monastery, has not been left, and a pillar, 111 cms in width and 125 cms in height, has been manufactured again to manufacture arches apiece for the said shops. The provisions of the 26. and 27. articles of the said regulation stipulate that the length of the oriel and balcony to be constructed not exceed one third of the length of its facade and its width not exceed one archine on the road. Since the floor and facade of the balcony to be constructed by the said monastery is 11 zirâ’ in length, the balcony to be constructed there will be 7 archines and one sülüs long and 1 archine wide. Hence, on the condition that, after the demolition of the said pillar, the length of the balcony not exceed the specified figure, in order to leave the said space of 1.25 archine that must be left for the width of the road, it is appropriate to notify the monastery’s patriarchate that a license shall be given for the construction of these buildings.
