All the townsfolk have to vaccinate their children within six months as of their birthday, and the number of the said children, their location, births in each city, kaza, nahiye and village shall be reported to the local administrative councils by registrars as soon as possible. The councils shall attend to the vaccination of children by means of informing doctors or vaccination officials. Counterfoils of the vaccination cards given to children shall be obtained by administrative councils from vaccination officials, and an approved bill shall be given to them. Counterfoils of the vaccination cards shall be sent to the Ministry of Medicine by the local administration; and approval bills be sent sent to the Ministry of Medicine by vaccination officials and municipal doctors. The provisions of the 11., 16., 17. and 19. articles of the Vaccination Regulation state that a register shall be arranged and delivered to the Ministry of Medicine so as to indicate the names of those vaccinated within one year, those not vaccinated due to inattentiveness, illness or the inefficiency of vaccination, and those coming from other kazas and villages lacking of vaccination. It is obvious that the said procedures have not been heretofore carried out and it will thus create a burden later. Hence, as regards taking due action in respect thereof, it is appropriate to relegate these procedures to the Sanjak Administrative Council and to the Ministry of Population.
