As a result of the examination made by our council and the record taken by the muhtar, it has been understood that Beşa Mender is really poor and cannot afford to pay 49 florins requested from him. It is appropriate to send the said record together with its attachment to the German Consulate. The 24th of Tishrîn Thânî (1)314 (6th of December 1898).
