Upon the petition given on 9 February 1910 by İbrahim Natan Urfalı and his partner Murad
It is stated in the report given by the Office of Gentle Treatment Towards Animals that the burden loaded by the petitioners on their donkeys was beyond measure, and that they did not pay attention to the warnings issued to them. A fine was thus collected from them. They now request that a permission be given to them for loading a burden exceeding the determined limit. However, for explaining that this request cannot be met, it is appropriate to relegate the matter to the Office of the Chief Police Inspector. The 28th of Kânûn Thânî (1)325 (10th of February 1910).
