Upon the letter, dated 19 May 1900 and numbered 33, given by the Bethlehem Directorate regarding the people bitten by rabid dogs in the villages of Hafir and Beyt Calâ
The people stated in this letter to have been bitten by rabid dogs have been examined by the municipal doctor. According to the above-written explanation by the doctor, no trace of biting has been observed in Hamde (? Bint-i Amurî and Cuma Cibr. However, some scars have been observed in others; since necessary measures have been taken and quite some time has passed since they were bitten, no result would be obtained if they were sent to İstanbul for treatment. It has thus been considered necessary to keep watch on them until their recovery. Hence, it is appropriate to take due action in respect thereof; to make immediate notification in case of any obstacle to their recovery; to keep the village muhtars henceforth responsible and obliged to immediately report the occurrence of such cases; and to keep the said dogs, dead or alive, for their examination by the municipal doctor to understand whether they were actually rabid or not.
