Upon the Ministry of Internal Affairs’ letter dated January 1909 and numbered 194, regarding the macadam tax of Jerusalem-Jaffa
The tariff of the said toll has been specified and explained in the hereby presented bill. The annual incomes of the said tax approximates 150 thousand piasters; and on the basis of the Ministry of Internal Affairs’ letter dated 9 July 1888 and numbered 20, a copy of which is hereby presented, this tax is taken as a recompense for the fixed expenses of the hospital. In accordance with the Ministry of Internal Affairs’ telegram dated 29 August 1908, an approximate sum of 401,000 piasters has been reduced from the annual incomes of the municipality. Therefore, the remaining sum, which is approximately 50,000 piasters, falls short in covering the salaries of the sanitary and municipal officials, roadwork, cleaning and lighting work, and other important and beneficial activities, which are a significant factor for overall development. Attempts were taken to close this down through necessary means; hence, it has been considered natural that the said hospital be closed down if no permission is taken for taking the said macadam tax the way it used to be. However, the closing down of this hospital would not be appropriate for the Ottoman Government and its subjects in the eyes of friend and foes. It is thus appropriate to notify in reply that the said tax be continued to be taken and that this tax cannot be imposed on the owners of carriages and animals.
