Upon the Kaymakamlık of Jaffa’s letter dated 20 February 1909 and numbered 457 regarding not taking any macadam tax from salt. It is indeterminate whether any tax must be taken from the draught animals transferring the said class and an objection was erstwhile made by the Public Debts Administration in favor of taking such a tax. It is appropriate to notify in reply that the taxes hitherto taken cannot be returned and that a warning has been issued to the multazim to henceforth take a tax from these porters. The 12th of Shubât (1)324 (25th of February 1909).
