Belediye vâridatı külliyetli mikdârda tenâküs ederek masârif-î mübrimesi karşılıksız kaldığı cihetle meblağ-ı mezkûr belediye sandığından tesviye olunamayacağı gibi taleb-i vâki’nın tervîci de nizâma muhâlif bulunmuş olduğundan ve Kudüs’te teşkîl kılınmış olan bank-ı ahâlinin idâresi Ticâret Odası’nın azâları ma’rifetiyle idâre olunmakta bulunmasıyla meblağ-ı mezkûr bank-ı mezkûrdan istikrâzı husûsunun mezkûr oda riyâsetine emr-ü havâlesi bâbında emr ü fermân.
