Upon the Bethlehem Directorate’s letter dated 20 January 1909 and numbered 124
This letter and the attached document have been examined by our council. It has been decided that the municipal share of the bushel tax be undertaken at a rate of 8,500 piasters and the market storage tax at a rate of 6,025 piasters by İbrâhim Al Kaaka (?) under the guarantee of Salih Musa Lazar. It has been understood that the contractor Cirbid İbrâhim Al Kaaka requests that, due to the implementation of the Constitution, the sum taken from the said storage tax be set off from the bushel tax. In the Ministry of Internal Affairs’ telegram dated 29 August 1908, it is ordered that the taxes not based on an imperial decree henceforth not be taken as it is not lawful to take any tax without an imperial decree. Hence, as the storage tax is taken by Cirbis İbrâhim Al Kaaka from the people as from the beginning of March (14 March 1908) to the fifteenth day of July (28 July 1908), it is obvious that the sums to acquired by him until the said date must be completely given by the contractor to the municipal fund. As explained in this letter, 500 piasters, the debit balance of the contractor Cirbis İbrâhim Al Kaaka for the taxes in question until the specified date, and the receivables from the bushel tax must be collected; though, it is appropriate to take due action in respect thereof. The 13th of Kânûn Thânî (1)324 (26th of January 1909).
