As it is resolved that the said tax in fact applies to commercial goods and that it must be taken from animal owners carrying goods, this tax was collected from the carriers conveying with draught animals the boxes of snuff and tobacco brought to Jerusalem by the railroad company. The multazim of this tax requested that this tax be also collected during the transportation of these snuff and tobacco boxes taken to Jerusalem since the opening of the railroad line and the former Director of Jerusalem Reji Administration verbally promised that this tax would be given. In order not to interrupt the works and not to make a mistake in the calculation of the amount of tax to be paid, the amount of the snuff and tobacco boxes to come to Jerusalem was reported by the Reji administration to the multazim. The income obtained from this tax is used as a temporary appropriation for the reparation and improvement of the roads of the town of Jerusalem. As stated also in the last clause of the 11. article of the Reji Specification, this tax is not one of the sources of income pertaining to the state. Therefore, it is approriate to write in reply that it is mandatory to pay the Requested 1,090 piasters and that this tax shall henceforth be taken from the carriers conveying with draught animals the boxes of snuff and tobacco to be conveyed from the train station to the city.
