According to the decision dated on the 3rd of Aylûl (1)326, number 867, which was presented by the district administrative council about the establishment of a gas administration in Karm al-Lawz in Dîr al-Rûm suburb, next to the train station, the place has been proposed for Dutch auction for a price of 74,368 piasters. Since the contractor who has been awarded the auction will not be able to carry out his commitment, and since Yûsuf Effendi came and pledged to complete the required construction, it turned out that after the plan and the inspections the value exceeded the set amount by 1,000 piasters. After deliberations, the council has decided to award the constructions to Yûsuf Effendi, especially since he pledged to pay any extra costs, which will save the municipality some money. It was necessary to speed up the constructions because of the approaching winter season and because the old administration had too much gas. It was decided to start the construction with the knowledge of the recommended person and the knowledge of Yûsuf Effendi Alîtsâr and borrow some money for a 6 percent interest rate with the knowledge of the presidency. In order to obtain approval, this decision was taken on the 9th of Tishrîn Awwal (1)326 (22nd of October 1910).
