ff. 1-2v About the necessity to found a research institution for exploration of Palestine. The head office should be in Russia, and the research institute in Jerusalem. The tasks of Jerusalem institute are to study the history of Palestine and the lands around; archaeological excavations; foundation of a museum and a library. The staff will consist of 3 permanent members and 5 assistants. After the end of the war a local institute should be also founded.
Includes marginal notes and corrections in Russian, written with a pencil.
