As is within the knowledge of the Mutasarrıf, the said engineer went to İstanbul in accordance with the mandates by the administrative council and the municipality as regards bringing water to Jerusalem. Since his daily allowance will later be determined, it has been deemed appropriate to give him for the time being a daily allowance of 3,000 piasters, which shall be later deducted from the account. However, the approval of the sanjak administrative council has been regarded as necessary in order to cover this sum through non-budgetary means and it has been deemed appropriate to relegate the matter to the said council. The 2nd of Tâmuz (1)310 (14th of July 1894).
