In the letter given on 14 May 1904 by the Saruhan veterinarian inspector located in Jerusalem, it was stated that the bovines must be excluded from the bazaar as cattle plague was reigning over in Jerusalem and places subordinate to Jerusalem. The Jerusalem bazaar was thereupon closed to bovines. The decision thus taken upon the so-called unjust treatment stated in the petition given on 30 May 1904 by Mustafa Mekebe (?), the multazim of the livestock sale tax for 1320 (1904-1905)
In the letter, given on 14 May 1904 by the Saruhan veterinarian inspector located in Jerusalem, and then relegated to our council, it was stated that there was cattle plague in Jerusalem and places subordinate to Jerusalem, and that those bazaars, in which animals are gathered, must never be allowed to be opened when such contagious diseases take the form of an epidemic. It has thus been declared that bovines must be excluded from the bazaars in Jerusalem and subordinate kazas until a further written notice is made. Thereupon, the bazaar opened in Jerusalem on Fridays have been closed to bovines as of Friday, coinciding with 27 May 1904. In this petition presented by the multazim of livestock sale tax, he refers to the unjust treatment undergone due to this situation and demands due action be taken in respect thereof. According to the above-written marginal note sent, in response to the previous investigation by the Office of Animal Examination and the inquiry carried out by our council, it has been understood that the approximate number of bovines sold every Friday in this season at the said bazaar is 90. By force of similar practices, it has been considered that this figure adding up during the period when the bazaar is closed to bovines must be deducted from the cost of iltizam. However, since the said taxes are commonly owned by the Goods’ Fund and the Municipal Fund, following the Sanjak’s Accounting’s opinion on this matter, it is appropriate to relegate it to the Sanjak Administrative Council for negotiation and deciding upon actions to be taken in respect thereof.
