The marginal note presented on 22 August 1908 by Davud Şerefa Effendi, the multazim of the taxes of macadams from Jerusalem to Jaffa
With reference to the Council of Minister’s decision, taxes of macadams from Jerusalem to Jaffa are taken to the municipal fund in accordance with the decree, dated 24 December 1882 and numbered 8, issued by Grand Vizierate. Furthermore, upon the letter of presentation circulated through here, it has been stated in the mandate written by the Office of Internal Affairs of the Council of State and decided by the Special Council of Ministers that the toll to be exacted from the said macadam be deemed a recompense for the fixed expenditures of the Jerusalem Municipal Hospital. In the Ministry of Internal Affairs’ letter, dated 9 July 1888 and numbered 20, it is stated that the letter by the Grand Vizierate orders that due action be taken in respect thereof. It has been understood from this petition that, since the said tax is being taken on the basis of aforementioned decrees, some carriage drivers create problems in the payment of this tax. Thus it is appropriate to take due action in respect thereof. The 11th of Agustos (1)324 (24th of August 1908).
