The 6th article of the Building Regulation stipulates that constructing new buildings over any road or street or renovating the present buildings either by demolishing or using a cage framework is strictly forbidden. Thus, the termination of the arch the construction of which is undertaken by the plaintiff should be reported to the governor of Bethlehem. The 22nd of Nîsân (1)313 (4th of May 1897).
