The said village roads is indeed so full of waste that traffic is rendered impossible. In addition, it is obvious that the said wastes damage public health and pollute the air. Hence, as regards installing suitable outlets to roads, warning all the townsfolk not to pour filthy and sewer water to roads, and sending a letter to muhtars so as to inform our council about the names of those ignoring this warning and thus deserving punishment, it is appropriate to relegate the matter to the Municipal Police Force. The 9th of Kanûn Thânî (1)311 (21st of December 1895).
