In the two notices, dating 20 February 1894 and 17 September 1894, sent by the Sanjak administration, it has been stated that in the public property, which is adjacent to the Jewish cemetery and which has been previously sold by Davud Mordehay Şoyli, a Russian subject, nobody belonging to the Jewish community shall be allowed to bury their dead and the municipal council should keep an open eye on this matter. Although the situation has been communicated to the owner of the abovementioned property, dead has been buried and those responsible for the burial have been fined. Today, on the report of the watchman that a dead Russian subject would be buried, a police officer, a municipal policeman and a sergeant from our council have been sent, however, it has been confirmed that the burial ceremony was completed before their arrival at the spot. According to the 33rd article of the Land Act, it is appropriate to refer the matter to Sanjak administration, for a discussion of whether it is possible for those who are commissioned to dig out the buried body from the property. The 24th of Tishrîn Awal (1)310 (5th of November 1894).
