Since the road from Jerusalem to Hebron is being repaired by the Public Works Administration, the carriages going to Bethlehem have been interrupted and the petitioner has sustained a damage. However, if this person does not file a suit in the Court of First Instance, nothing can be done. Since the said tax pertains to the municipal council of the town of Bethlehem, it is appropriate to relegate the matter to the said town directorate in order to take necessary action in respect thereof. The 23rd of Kânûn awal (1)313 (4th of January 1898).
