In the decree, dated 15 December 1898 and numbered 110, sent by the Ministry of Internal Affairs, it has been stated that Armanak Effendi, a student from the Imperial School of Medicine and now the doctor of Hebron municipality, be substituted for Foti Effendi, the Jerusalem municipal doctor. The provisions of the fifth article of the regulation in respect as regards this matter stipulate that those under the category of sanjak doctors be employed at a salary of 800 piasters. It has thus been considered appropriate that 800 piasters of 1,200 piasters allotted to Foti Effendi, the former doctor in charge of the municipal hospital, be given to Armanak Effendi and he be appointed as the new municipal doctor; that 600 piasters be added from hospital incomes to the remaining 400 piasters and given to Foti Effendi and that he continue to work as a doctor in the municipal hospital. As specified, the matter of appointing these two doctors as of next January (13 January 1899) has been relegated to the mutasarrifate. The 29th of Kânûn Awwal (1)314 (10th of January 1899).
