Report and notice; crisis of Jewish charitable institutions in Jerusalem. In the 1880s in Jerusalem came many poor old Russian Jews. Russian merchant founded an almshouse, thanks to donations it developed and now there are 400 habitants. Other persons organized collect of donations for their companies in the guise of almshouses, and now public faith in almshouses is shaken, all almshouses can't pay their debts and keep their habitants. Jews from America and Europe try to improve the situation, Germans want to merge all institutions. Jewish school is also in crisis, but it is supported by Austria-Hungary. Ottoman tribunal considered crisis not like bankruptcy, but like crime and arrested some Russian subjects from almshouse's administration, conflict with consulate; Jewish charitable institutions; judicial system.
