Due to the scarcity of coinages, there is a need to facilitate the public requirements of Jerusalem and to diminish the cost of water provision for poor people. It has thus been decided that water be brought by the Municipal Office from Bittir, which is half an hour away from Jerusalem by train; that it be spilled to the pool located in Birketü’s-sultan, and distributed to people at a rate amounting to its cost. The mutasarrifate’s order requires that the pipes to be laid from the train station up to the said cistern be taken from the iron pipes left over in the Harem-i şerif warehouse from the reparation done six years ago of the watercourses to Harem-i şerif, used in road reparations when necessary. Hence, as a result of the control done by the Waqfs Administration, it has turned out that they have more or less been bended or broken, their spins damaged, that they have generally depreciated due to use; in short, they are definitely out of order at the moment. They have been controlled, with the premises their cost of 6 Francs for each meter be immediately paid from the municipal fund; 20 centimeters of soil be covered over the pipes during installation; and the cost of transfer from the Harem-i şerif warehouse and the cost of return later to Feth and Harem-i Şerif pertain to the municipality. It has thus been decided that 310 meters of the iron pipes, located in Harem-i Şerif, and each of which is 7 centimeters in diameter, are needed. For submission of pipes, the municipal council member Muhammed Yusuf Effendi and the municipal engineer İbrahim Effendi have been appointed as officials. As regards the submission of pipes following the bill to be taken thus from these officials, it is appropriate to relegate the matter to the Waqfs’ Accounting.
