For the buildings constructed in Jerusalem, no sand but lime and ordinary soil are used, and the stones which are used in the construction are taken by the owners from state lands. The cemetery land is not a state land; moreover, no stone is taken from there in order to be cut and sold. However, it is hereby presented that stones are temporarily cut by a special commission for an enclosure of a wall. The 30th of Kânûn awal (1)313 (11th of January 1898).
