It goes without saying that the town population has nearly reach 90 thousand, with the buildings, residences and living spaces expanding outside the town of Jerusalem. However, the municipal doctor’s tasks at the judiciary are increasing day by day and emerging contagious diseases cannot thus be properly taken care of. Therefore, it is sure that the medical measures, primarily expected from the municipal doctor, cannot be provided. This aspect of the matter has been negotiated by our council, and it has turned out that it is extremely necessary to appoint another doctor in addition to the currently employed municipal doctor. Hence, it has been approved that Tevfik Küffan (?) Effendi, a subject of the Ottoman state with a diploma from the School of Medicine, be additionally appointed as the municipal doctor and be allotted one thousand piasters as of the twenty-fifth day of this month. Nevertheless, there is no item for this in the municipal budget; hence, as regards negotiating the matter and, if approved, taking a decision to cover his salary through non-budgetary means, i.e., from the surpluses expected in some revenues and money to be economised in some expenses, it is appropriate to relegate the matter to the Sanjak Administrative Council.
