Upon the letter, dated 11 June 1904 and numbered 15, sent by the Mail Directorate, regarding the Dutch auction for transportation fee of mails sent by land from Jerusalem to Jaffa and from Jaffa to Jerusalem
After this letter, an announcement was made about the situation, but except for the contractor Yakup Şakir Agha, who offered 150 piasters, no one showed any interest. Yakup Agha was thus summoned to our council; after incentives jointly given with the Police Chief Inspector, he was persuaded to accept to make a discount from his previous offer and and it was decided that each round be undertaken by him at a rate of 75 piasters. The Dutch auction bill has been hereby presented and it is appropriate to relegate the matter to the Mail Directorate to take due actions in respect thereof. The 19th of Huzayrân (1)320 (2nd of June 1904).
