This is a reply to the letter given on 17 October 1905 by the Russian Consulate via the Russian subject and lumberman named Saharof regarding the municipal sergeant Nikola Effendi
This letter has been examined by our council and it has been understood from the municipal inspectorate’s report and the investigation about the matter that the claim that the municipal sergeant Nikola Effendi oppressed the Russian subject and the merchant named Saharof is unfounded, and that the merchant’s claim is just an aspersion he had cast to avoid the pecuniary penalty. As Saharof’s claim consisting of an abstract statement cannot thus be taken into consideration, it is obvious that the claim needs to be reasonable and proven. And as for the protrusions across the English Monsieur Nen’s house and in front of Monsieur’s storehouse in Bab-al-cedit, and the carriages left next to Muhriddin Effendi’s barns across the big gate of the Russian consulate; the said places cannot be compared with the location of the said merchant as they are at a corner and far away from the crowds. Hence, necessary warnings have been issued to municipal inspectors and sergeants to remove it from there. There is no difference between the treatment towards Ottoman State subjects and the treatment towards Russian state subjects and other peoples, as they must be all regarded equal. Thus, the consulate’s statements have as such been found unacceptable. The 25th of Tishrîn Awwal (1)321 (7th of November 1905).
