The marginal note written to the petition presented on 4 September 1908 by some people regarding lighting, cleaning and watchman services
The Municipal Councils Regulation does not contain any provision about the obligation of municipal councils to cover the costs of the services of night watchmen in cities; the decree dated 16 August 1889 does not refer either to any provision for a recompense for cleaning services; and the allocations collected by the municipality from households and stores are not even sufficient for cleaning and lighting expenditures. As stated in the petition, even though some part of the said watchmen expenditures were collected by the municipality two years ago and were spent for watchmen, these collected money did not suffice for the salaries of all watchmen and the rest of salaries were covered from the municipal fund. It has turned out the continuation of this problem would hinder the municipality from carrying out its work and activities. Upon a request recently made, an examination was made about the budgets of sanjak municipal offices presented by the Ministry of Internal Affairs; and the Ministry of Internal Affair’s letter, dated 9 April 1905 and numbered 9, states that the Fiscal Office of the Council of State’s copy of the mandate communicated via the Grand Vizierate’s decree points out that those expenditures not pertaining to the municipality must be lowered in the said budgets. Hence, a letter was presented by our council and it has been stated in the Sanjak Administrative Council’s decision dated 27 March 1906 and numbered 82 that if there is a need for the employment of these watchmen, the Police Department must collect money by apportioning their salaries among relevant people. The salaries of these watchmen have been thenceforward apportioned and collected by the Police Department. Thus, supporting the content of this petition is outside the scope of municipality’s duties and it is appropriate that due action be taken in respect thereof.
