Upon the decision taken by the Sanjak Administrative Council regarding the expenditures for the city decoration before the visit of His Highness the Emperor to Jerusalem: The expenditure for water and gutters necessary for washing the animals of the said Ottoman soldiers shall be paid by the municipal council on a daily basis. Not only it has been decided to pay the water expenditure on a daily basis, but it has also been decided to place the sum to be left over the revenue price of the gutters on a daily account and to deduct the protection cost of ensigns from the goods’ fund; and these decisions have been put into practice upon the order issued to the Chief Commissary Mahmûd Carullah Effendi brought by His Highness Nazım Pasha. The municipal fund cannot afford to cover such expenditures, so, as regards deciding whether to place the said money on a daily account or financing it from the goods’ fund, it is appropriate to relegate the matter again to the Administrative Council.
