Upon the Ministry of Education’s letter dated 10 March 1909 and dated 7, regarding the collection of the Imperial Museum
Special officials are needed for the determination of such tradesmen in Jerusalem and the collection of the said taxes to be imposed on them. It would be difficult for the municipality to fulfil this duty due to its heavy workload; the municipal incomes are thus not sufficient for the appointment of necessary officials and the payment of their salaries. Similarly, the municipality does not have a power of enforcement for collecting from those evading the said taxes. It has been understood that it would more suitable for this duty to be fulfilled by the Education Commission; though, for taking due action in respect thereof, it is appropriate to relegate the matter to the Directorate of Education. The 31st of March (1)325 (13th of April 1909).
