The above-written marginal note by the Saruhan veterinarian inspector located in Jerusalem has been examined in our council. It is obvious the municipality cannot keep away from giving maximum support to the Office of Animal Examination located in the slaughterhouse. However, due to the low number of municipal sergeants, it is not possible to assign one of them to escort him for serving in the slaughterhouse. Likewise, it is also not possible to appoint and employ a guard, since municipal incomes cannot afford this and there is no source in the budget to cover this cost. In order to control, as requested, the process of examination of the meats in question and stamping them after slaughter, it is absolutely necessary to appoint a guard as an escort to the examination official. It is now up to your opinion and permission to notify the situation, as stated by the veterinarian inspector regarding actions to be taken, to the Ministry of Forests, Mines and Agriculture via the office of mutasarrifate. The 26th of Mayîs (1)320 (8th of June 1904).
