According to the above decision (?) about an increase in carriage fares in Jerusalem on the 1st of Rajab (1)323.
The mentioned fares which conform to the conditions fixed in this decision (?) will not be taken except on rental carriages and carts. So all carriages and carts which are not for hire are exempted from these fares, even if the are used for transporting commercial funds and other things for their owners, as well as the carriages which transport mail from ramallah and from the center of the shamandûqiyya (?), in both directions. The latter are also exempted, even if they are for hire. These explanations for the above were given on the 15th of Shubât (1)322 (28th of February 1907).
