It has been announced for carriage owners that they should from now on employ carriage drivers who are less than twenty years old, who hold a permit issued by the council, and not to take more than five passengers on each carriage, to put lamps on all carriages that travel at night and not to stop or speed among the crowds. And in order to get the permit, ten days starting at the date below have been assisgned. So whoever opposes [the above regulations] whether among the carriage owners or drivers, will be subject to punishment by the law or to suspension from work. In order for this to be known, these directions were published on the 11th of Mârt (1)315 (23rd of March 1899).
