Appraisers and some muhtars have been summoned to our council and it has been understood that the list of fixed prices, ascertained through a negotiation with them in the presence of the Public Debt Administration’s official, is compatible with market prices and at a moderate level. Thus, a certificate has been taken from them and these are hereby presented. The 24th of Kânûn Awwal (1)314 (5th of January 1899).
