In accordance with the request by Khawâjah Herbert Effendi Clark the American Requesting a permission for construction of water cistern on the road leading to Ma'man ‘Allah cemetery in front of his home that is affected by wastewater. [Thus,] after inspection, it has been found that the road will not be damaged [by this construction] which is to be three meter long and two meter wide under the condition to be built firmly and in a way that preserves the road. In order to give the permission in accordance with the above-mentioned arrangements, this decision was taken on the 10th of Mâyis (1)315 (21st of May 1899).
