As has been presented and declared, the region inside the city walls has cleaning services, but if the region outside the walls is not cleaned, it will not be possible to fully reach the targeted aim. On the other hand, if there will be any attempt to remove the litters outside the walls, it is also clear that a great amount of spending will have to be done. Since the majority of the people living outside the walls are foreign state citizens, it is necessary that they select a representative among them for the purpose of negotiating how this spending would be covered and that this representative sent to the municipal council on Saturday falling on the 11. day of this month. It is appropriate to inform the consulates about this matter with an official letter. The 6thof Shubât (1)310 (18th of February 1895).
