It has become evident in the investigation that one of us the honorable Muhammad Effendi would be beneficial for the council if he was administering the Darîka (?) operations of the sanjaq of Al Qala’. Therefore the council has decided to have him nominated in the administration on advance and with the knowledge of one us us, the honorable Muhammad Effendi and the engineer. And in order to pay what is necessary in a progressive way, this decision was taken on the 25th of Tishrîn thâni (1)313 (7th of December 1897).
