Upon the petition by Emir Effendi, the Public Works Conductor
Indeed, it would be better and more correct to take from Emir Effendi the certified bills and registers in his possession and to return him the bills he gave provisionally. Hence, in order to return him the provisional bills and take from him the certified bills and registers, it is appropriate to send a written decree to the kaymakamlıks of the kazas of Jaffa and Hebron. The 1st of Shubât (1)310 (13th of February 1895).
