A great deal of dust raises due to the vehicles often passing through the macadam extending from Bâb-al-Halil to the Municipal Hospital. This is not only deleterious to health, but also leads to complaints by the townsfolk as it causes difficulties for passersby. It has thus been decided that, apart from the sum to be given from the municipal fund in exchange for the price and expenditures of water to be opened also this year, the remaining necessary expenditures be distributed among those shops and houses adjacent to this macadam. Since the majority of inhabitants residing outside the city are subject of foreign states, it is appropriate to send a letter to consulates so as to notify that all consulate translators come to our council on Monday coinciding with the 27. day of this month (9 May 1898) around 7 o’clock. The 15th of Nîsân (1)314 (27th of April 1898).
