It has been repeatedly proclaimed that those running carriages in Jerusalem shall be banned from the profession unless they have a license obtained from our council. Some of them thus obtained a license, but some others did not. Hence, as regards banning those drivers lacking any license from the profession, their punishment, and the notification of their names to our council, it is appropriate to relegate the matter to the Police Department. The 19th of Aylûl (1)311 (1st of October 1895).
