The beggars who come here from the neighboring villages, as they do not have a place to spend the night, are staying in Harem-i Şerif, on the roads and the streets, and polluting these locations. Thus, it is appropriate to advise them to return to their villages, and refer this matter to the municipal police and police department with the aim of not allowing anyone else in here. The 17th of Huzayrân (1)313 (29th of June 1895).
