According to the application presented by Mahmûd Effendi Al-Shihâbî, the buildings under construction by ‘Imrân Effendi Al-Daqqâq, were inspected. Since the construction of these buildings started without a license, fees on these buildings will be doubled, in addition to a cash penalty of five quarter of riyâl majîdî from Master Sa‘îd Allabbânî. In order to obtain an approval, this decision was issued on the 14th of Tishrîn Thânî (1)314 (26th of November 1898).
