The German Embassy complains that local officers create difficulties for the German subjects who wish to purchase property in Bethlehem and Ümmü’l amed lands of Akka, and in Adana, Mersin, Jaffa and Haifa. Following that, the Prime Ministry asks the examining of the bylaws about freedom to purchase property except Hijaz, banning the entrance of foreign migrants to Palestine, ban of selling properties next to the religious institutions and graveyards to the foreigners.
