According to the contract drawn up with Yûsuf Ilyâs Khamîs from the village of Bayt Jâlâ, he was contracted for the construction of the needed slaughterhouse within a period of two months, from the beginning of Tammûz (1)310, for completion of the mentioned slaughterhouse according to the map preserved in the council. Three months have passed and the mentioned works have not been undertaken, in violation of the conditions (of the contract). As soon as he was given the task, he began to delay the completion. Therefore the council has decided to finish what is needed according to the plan and under the supervision of the engineer, without any additions. And in order to meet the expenses made by the registered engineer, it has been decided by the council to nominate one of us, Sîrûfîm Effendi, and Shlomo Effendi, (to pay for the expenses) in advance from the rest of the account (established) for the mentioned contractor. And in order to spend what is needed from the municipal council’s treasury and establish a log for expenses certified by the two members mentioned, this decision was taken on the 11th of Tishrîn Awal (1)310 (23rd of October 1894).
