The enclosed mandate has been analyzed. The Bethlehem macadam is severely damaged by the traffic of the said carriages. It has been deemed appropriate that the 1.5 piasters of the 5 piasters tax taken from all carriages in Jerusalem be left to the Bethlehem municipal council to cover the reparation cost of the Bethlehem macadam. In order to thus modify the carriage tax which should be included in the budget to be arranged, the said budget is herewith presented. It is appropriate to report the budget by attaching it to the decree to be sent to the relevant Kaza Directorate. The 25th of Shubât (1)310 (9th of March 1895).
